MediRec begins its expansion through AP 3.1

By decision of the Primary Care Superintendency itself, Programmatic Area 3.1 - TEIAS/Manguinhos was the first in the municipal network to receive the expansion of MediRec — the AP with the largest number of teams in the municipality at the time, covered unit by unit.

In July 2025, MediRec began its expansion in Programmatic Area 3.1, which covers the territory of Manguinhos and the TEIAS structure and is managed by the social organization Viva Rio. The choice of AP 3.1 as a starting point was a decision by the Primary Care Superintendency (SAP) itself — so the process began precisely in the area with the largest number of teams in the entire municipality at the time, inaugurating the expansion that would then extend to the other APs.

The expansion will reach 224 teams in the area. From the beginning, a unit-by-unit approach was defined — in a joint decision with SAP —: each service would be visited individually, in order to understand its specific context before and during deployment, instead of a uniform, remote activation.

Human decision and protected data

MediRec’s artificial intelligence suggests priorities and checks criteria and documents, but qualification remains the professional’s responsibility — the clinical decision remains human. Because it deals with health data, MediRec operates as a data processor under network governance: it has no patient-facing interface, processes data only within the scope of the project and ensures its return or deletion within 30 days after the contract ends.
